485 Visa Refused Because of English Evidence: Test Timing, Validity and Unaccepted Online Tests

English evidence is one of the most technical Subclass 485 refusal issues because the relevant date, test version and score rules matter. A test result that looks valid in everyday terms may still fail the Migration Regulations or the legislative instrument applying to the Temporary Graduate visa.

Home Affairs changed the approved English-test framework from 7 August 2025. The Department also makes clear that completely online or remote-proctored tests are not accepted for Australian visa purposes. Applicants should therefore check the test provider, test format, test date, required component scores and the period in which the result had to be obtained.

Why a 485 English refusal can occur

  • the test was taken after the legally relevant date;
  • the result was outside the permitted validity period;
  • one component score fell below the required threshold even though the overall score looked strong;
  • the applicant relied on an at-home or remote-proctored test not accepted by Home Affairs;
  • the wrong historical score table was applied to a test taken before or after 7 August 2025; or
  • an exemption based on passport nationality was assumed but did not apply.

Do not assume a new English test fixes the old application

Some criteria are assessed by reference to a particular point in time. If the legislation required qualifying English evidence at that time, obtaining a better result later does not automatically repair the original application. That is why a refusal should be analysed against the exact legislative provision rather than treated as an ordinary missing-document problem.

The 7 August 2025 test changes matter

Home Affairs states that approved English tests changed on 7 August 2025. Tests taken on or before 6 August 2025 may still be usable until certain visa-specific deadlines, while tests taken from 7 August 2025 are assessed under the newer approved-test framework. Applicants should not mix the old and new score tables.

The Department’s current English language visa requirements page also confirms that tests delivered entirely online are not accepted. Examples include IELTS Online, OET@Home and TOEFL iBT Home Edition.

What to check after refusal

  • the exact test date and result release date;
  • the test format and whether it was completed at a secure testing centre;
  • the score required under the 485 instrument applicable to the application;
  • whether a passport-based exemption applied;
  • the visa lodgement date; and
  • whether the decision-maker used the correct test rules for the relevant date.

ART review versus a fresh application

The strongest option depends on whether the applicant actually met the criterion when required. Where the issue is a factual or evidentiary misunderstanding, review may have a different prospect from a case where the legal requirement was simply not satisfied. A fresh application may also be unavailable if age, study-completion timing, visa status or other Subclass 485 requirements can no longer be met.
